Andrew was appointed Crown Solicitor at Wanganui in 1990, responsible for the prosecution of jury trials in the District and High Courts and for the conduct of other crown business within that "Crown District". He resigned as Crown Solicitor in February 2008 to move to Wellington.
In addition to his Crown practice, Andrew developed a substantial "public law" practice. He has more than 25 years experience acting for local authorities, government departments, public bodies and other significant private and corporate clients.
Andrew has provided advice and conducted hearings concerning infrastructure projects including landfills, wastewater treatment plants, municipal water supply, consent renewals and roads. He has prepared a number of District Plans, advised throughout several District Plan reviews and provides advice to his clients on the Resource Management Act, Local Government Act, Public Works Act, Reserves Act and related legislation.
Since 1987, Andrew has acted for the Department of Conservation. He has been responsible for the presentation of many major appeals in the Environment Court over a wide range of issues of national importance. He has also advised on the preparation of the New Zealand Coastal Policy Statement (1994 and current) and assisted in other policy related areas.
Andrew's work generally requires advanced litigation, negotiation and mediation skills, and the ability to work with consultants from a wide range of disciplines (including issues relevant to tangata whenua) and manage major project work and litigation. |
